HISTORY

In 1985, for the sum of R30 000, the Club obtained an undivided quarter share in the farm Springstygbeugel effectively providing access to the Du Toit’s Kloof and to Bain’s Kloof mountains, a very popular climbing area.  In 2000, the Club purchased a further ½ share for R120,000. The farm Springstygbeugel No 398 Worcester comprises 1299 hectares in a diagonal shape.  The boundaries extend clockwise from the summits of the Witteberg, the Groot Wellington Sneeukop to the northerly base of Slanghoek Needle and to the summit of Slanghoek Peak.. The property includes the upper Happy Valley, the Witteberg – Grassy Dome – Slanghoek Ridge, the upper section of Tierkloof and the massive amphitheatre walls on the north side of Slanghoek Peak.  The entire property is proclaimed under the Mountain Catchment Areas Act (no 63/1970) and is therefore zoned as water catchment area.

ACCESS 

The access and permit requirements for this property are quite complicated.  Members must ensure that they follow the correct procedures, in order to keep the Club’s name in good standing with our co-owners, and to ensure that the present access arrangements remain.  

Du Toit’s Kloof:  Maximum 12 persons with 4 vehicles parked at the top of the pass in the designated area,or by arrangement with owners of private land.  Bain’s Kloof:  Maximum 12 persons with 4 vehicles parked in designated area.

Nuweland:  Maximum 12 members from Du Toit’s Kloof Hut by prior arrangement.

ACCESS RULES AND PROCEDURES

NUMBERS

1. A maximum of 36 members per day will be permitted access to Springstygbeugel – unless special arrangements are made with the Convenor or the WCNCB Services / Manager.
2. A maximum of 24 members will be permitted to overnight at any one time.
3. Parties are restricted to 12 persons except by arrangement with the WCNCB.
4. Permission must be obtained from the WCNCB for camping off the MCSA property.

RULES FOR TRANSIT TO SPRINGSTYGBEUGEL

1. Entry from the top of Du Toit’s Kloof Pass (south western approach) over privately owned and State land managed by WCNCB Services: Maximum 12 members;  Maximum 4 vehicles parking at top of pass or parking off Microwave Road in designated place if and when permission is obtained. Check with office as Access in this area is changing monthly due to new ownership.
2. Entry from top of Bains Kloof Pass (western  approach): maximum 12 members:  Maximum 4 vehicles parking at designated parking area.  Access over proclaimed MCA (Mountain Catchment Area) land managed by WCNCB Services via path up Happy Valley.
3. Entry from Du Toit’s Kloof Hut (southern approach) via the traditional Nuweland farm access.  Park at Du Toit’s Kloof Hut. Maximum 12 members may use this route.
4. Entry from Bain’s Kloof Pass (northern approach) via Bobbejaan River Kloof over State land managed by WCNC Services.  Permit required.
5. Also, entry by prior arrangement with landowner, over the farm Breeland, private land,  (north eastern approach).

Please note:

1. Members to carry MCSA membership cards at all times.
2. Non-members will have to be accompanied by a member.
3. Non-members will only be allowed if quota is not full.
4. Members’ cars must display the MCSA sticker.
5. Party leader to retain permit.

PROCEDURE FOR OBTAINING CLUB PERMIT

1. Obtain Springstygbeugel Permit Form.  Duplicates may be made for your car.
2. Obtain permission and permit number from Club Office during office hours (10am –2pm).  This may be done by  telephone, not later that Friday, 1.00pm preceding the weekend.
3. Give information required for Springstygbeugel Register
4. Fill in required information on Permit, as follows:

Permit number issued; Date; Vehicle Registration Number; Member in charge; Parking area; Number of members in party; Number of non-members in party; Destination and route(s); Estimated time and date of return

5. This permit will negate the requirement of obtaining WCNCB Permits from the Club if you are visiting our property, and intend only crossing WCNCB land.

CONTROLS BY THE DEPARTMENT OF FORESTRY

1. An officer of the Club shall inform the manager in charge of the area of the number of cars with permits parking at each area.  This should be done by 2.00pm on the Friday preceding the weekend.  (This will be an Office function).
2. Permission must be obtained from the WCNCB for camping off the MCSA property.
3. Members  wishing to exit Springstygbeugel via Bobbejaanskloof will be permitted to do so but must inform the Manager and indicate this in the permit register.

OTHER SECTIONS CLIMBING IN THE AREA

It was decided that in respect of arrangement between the WCNCB and Paarl Wellington Section, these will remain, namely that Paarl Section shall be permitted access to the Krom Rivier Hut and immediate environs after informing the Manager. Access by members of that Section or any other Section to Springstygbeugel must follow the Permit System Procedures as agreed upon.  General climbing in the area in which members are not proceeding to Springstygbeugel requires permission by the WCNCB and depends upon the allowable numbers as determined by that organisation.

Please follow these procedures for the Office to enable accurate statistics regarding the use of the property to be maintained. Feedback on alien growth would be most appreciated . Only with your assistance will we be able to control it.
